Europe felt a moment of respite on Monday, as the crisis caused by the presentation of a new comprehensive peace framework for achieving ceasefire appeared – briefly – to have been contained. A senior US official spoke of "notable headway" after diplomatic discussions in Geneva. On Monday night, Russian leadership made its countermove: a renewed assault of rocket attacks on Kyiv.
The Cycle of Negotiation and Warfare
The succession of contrasting events captured the harsh reality of the recent timeframe. By day, political struggles are waged: optimistic declarations are delivered from various governments. Considerable effort is expended on containing certain initiatives. By night, Moscow brutally reminds the world that, for them, war remains the key method for achieving "settlement".
Nighttime Reality
As the offensive progressed into the early hours of Tuesday, the present situation of Ukraine's exposure was exposed. Ukraine is capable of detecting projectile deployments from enemy soil, a ability enabled by up-to-date information. From observation points, defense planes that had been deployed to engage hostile cruise missiles roared overhead – modern combat jets delivered to Ukraine by Western partners.
Soon thereafter, Kyiv's air-defence systems activated: defensive missiles fired to intercept a hostile projectile. This was a modern interception technology at work, most likely provided by allied countries. Every deployment jolts you unexpectedly, causing tremors. The moment of terror quickly becomes sober acceptance: possibly the incoming missile won't strike its target this time, protecting urban areas from ruin and additional electricity failures.
Persistent Threats
Soon after, a automatic firearm opened up on a unmanned aircraft somewhere nearby, part of a mobile-fire group – probably imported technology. Regrettably, the shots failed to hit the opposing UAV – it maintained course toward its destination.
Intermittently, this carried on until dawn. Kyiv faced the daybreak reports: seven people killed, devastation and infrastructure problems in multiple buildings as a result of the evening attack. As typically, everyone still went about their day – experiencing conflict. But those entire period encapsulated Ukraine's critical military reliance on Western support – a dependence that neighboring countries are demonstrably unable to fill in the short term.
Unsuccessful Negotiations
The 28-point plan from Washington generated strong feelings, controversy and profound anxiety – and momentarily shifted focus from Ukraine's largest corruption scandal in years. Yet, we have experienced comparable situations, after earlier high-level meetings and bilateral conferences.
Every new approach from American administration adheres to the consistent cycle: a negotiation push against Ukraine, which Kyiv, with other European capitals, effectively counters. They contain the crisis but never actually win the battle. This trend will, undoubtedly, continue.
Strategic Calculations
It is tempting to accuse particular leaders of repeatedly advocating Moscow's conditions. But that does not seem to be the entire situation. Washington functions according to a principle familiar among experienced diplomats: you cannot secure via talks what you have been unable to protect through force. The US administration presumes that it is impossible to force Russia to relinquish the territory that it already controls in Ukraine's occupied territories.
The issue is that while accepting these circumstances, Washington does nothing to discourage Russia, through statements or actions, from believing that the current condition will not evolve additionally in its benefit in the near future.
Divergent Views
Therefore, Russian leadership is convinced that duration works to their advantage – that Ukraine and its supporters are coming close to fatigue. Their reason to sign a deal that does not give them the largest achievable advantage is almost completely absent. There may be numerous efforts to stop fighting, but they will continue as long as Russia's leader remains completely certain in the conclusion.
On the contrary, Kyiv believes that Ukraine can still hold out, slowly losing lives and land but avoiding a total frontline collapse until situations evolve in its advantage.
Present Conditions
Factually, there are no actual prerequisites for a truce. Now, individual motivations are coming into play: leadership ambitions to negotiate peace and achieve global acclaim, and the government's twin challenges – on one hand, not to estrange crucial supporters, and on the other, to mobilize citizens around the country's interests against any proposal Kyiv finds unacceptable, so that their priority does not switch to homefront challenges. And although their objective will now be much harder after latest incidents, it remains quite doubtful that this will change their overall approach.
These two forces are influencing discussions.
Summary and Prospects
It took a only one week to eliminate the suggested clauses of the most recent proposal. Aggressive and erratic handling of the matter by American leadership, pushback by Ukraine and the remaining European nations, along with pacifying measures of representatives, and finally, current information leaks, all served their function.
While new plans based on established approaches are approaching, Kyiv, London and other European capitals should arrive at a critical understanding: Ukraine and Europe will only be able to resist negotiation assaults from Washington that are based on Russian demands and show particular unwillingness to modify developments, if they remain united and improve their protective measures at a much faster pace. If they do, no combination of diplomatic or military actions will be able to break them. In the meantime, Ukraine's ability to repel nightly air assaults will, for the foreseeable future, largely rely on sustained allied backing.
